Study on District based Plan and Housing Master Plan as new city planning stream

This study makes questionnaire survey and hearing survey for the person in charge at Tokyo 23 Ku about the condition of making District based Plan and Housing Master Plan. Concerning Housing Master Plan we also make same surveys for the consultants joining the making process. The contents of questionnaire survey are 1)the process of making plan, 2)the selfevaluation on the plan, 3)the points which shuld be developed more, 4)the problems at the applicating the plan and so on. It is difficult to compare 23 Ku with same measure because each Ku has different conditions concerning plan but we find followings.(1)Concerning Housing Master Plan (Chapter 1 and 2)1)All Ku but one finished to make the plan by end of 1993 with very short period.2)All Ku started the organization which treat housing at the beginning of plan making process or on the way of making.3)Both the person in charge at Ku and consultant evaluate the plan positively as achieving certain level but many of them suggest that ther … More e are future theme to clarify the image of housing area and the housing image for each district and to consider the relation between the plan and city planning such as zoning.4)Only 3 Ku have the regular organization such as committee or council to evaluate the application of the plan and the application of the plan almost depends on the ability of the departments related.(2)Concerning District based Plan (Chapter 3 and 4)5)In June 1992 when this study started City Planning Act was amended then the Act put local authorities under obligation to make District based Design as the part of Municipal Master Plan.6)Almost of 23 Ku had already examined the District based Plan before the amendment of the Act in General Plan made at planning and coordination section or in Town Planning Guideline made at city planning section.7)Each Ku makes many means to coordinate between General Plan and Town Planning Guideline.
