项目摘要

本研究の目的は、中山間地域で起きている諸問題と平坦部が直面している「農業危機」との構造論的関わり合いを、社会科学的に解明するところにあった。まず平成5年度には、26年間「定点追跡調査」方式を採ってきた山形県西川町大井沢地区の根子集落(8戸)をはじめ、25年ぶりに再調査をした川土居地区の石畑集落(8戸)、同じく川土居地区の通称小山地区(3集落、18戸)の合計34戸の聴取り調査を実施した。また次年度の平成6年度には、12年前の昭和59年に調査した山形県朝日町の2集落、すなわち、りんご集落たる沼向集落(23戸)、それに水田単作で、かつての出稼ぎ集落の松程集落(65戸)、合計88戸の聴取り調査を実施した。平成7年度は、本研究の最終年度に当たるので、実態調査表の最終点検をはじめ、集計・分析をし、補足調査や関連自治体の調査をしながら、3年間の総括報告書を作成するのが、本年度の研究実施計画であった。その結果分かった主な点を列挙すると、およそ以下の通りである。(1)西川町根子:26年前の13戸から5戸が挙家離村していた。(2)石畑集落:僅かに1戸のみ流出。(3)西川町の山間地域の農家経済は、かろうじて米を残しながら、生活の中心は山間地域であっても人夫・日雇いを中心とした賃金収入に依存し、高齢者の年金が補完する形が一般的であった。(4)一方、朝日町のりんご集落・沼向の場合も、品質単価において日本一の評価があるこの町においても、りんご農家も農外所得依存度を年々高めてきていることが分かった。農業基盤の危機に直面していることを如実に物語っている。
