项目摘要

研究のねらいは、桜島の火山災害に対して、高齢者とその家族がどのような意識を持ち、どのような対応をしているのかを探ることであった。対象者は、子どもと別居している人が多く、近くに夫婦両方のきょうだいもかなりの比率で居住している。非常の場合に頼りになるのは、別居している長男と夫婦両方のきょうだいであったが、同居している場合は同居家族であった。地理的にに鹿児島市と近い関係で、子どもは他出し、別居していても鹿児島市内に就業し、居住していて頻繁に往来するという関係であった。緊急時への対応では、防災組織の認知・防災訓練への参加の頻度は高いが、桜島町と東桜島地区では差がみられた。生活意識と災害への対応については、態勢はかなり整っている。しかし、特に食料とか水の準備や家族内のコミュニケーション体制が確立しているわけではない。桜島噴火に対しては東桜島地区の人々のほうが、若干危機意識があるようだ。桜島を離れたくない、ずっと住み続けたいという意識は強いが、東桜島地区ではそれも相対的に低い。子どもが後を継ぎ、あとつぎは自分を犠牲にする・男子がいなければ、娘に婿をとるという考えは、桜島町にみられるが、東桜島地区では逆の意識もみられる。対象者は、高齢者であったので、色々と火山の災害を受けてきているし不安でもあるが、この土地に愛着もあり、現実問題として土地を離れる気持ちはない。備えは万全にしておきたいとの思いも強く感じられた。火山災害ハザードマップの完成が待たされるが、その後の高齢者住民と地域住民に充分理解されるかたちでの周知が徹底されるべきであろう。また、自主防災組織も行政のような上からの流れでなく、文字どおり住民自らの防災組織でなければ、緊急時に充分な機能を果たし得ないだろう。
