本研究では、別荘開発において、マルチハビテイションとしての利用の実態、別荘地への人口定着過程、並びに、シルバータウン化の実情を明らかにすることを目的としている。研究対象地としては、昭和30年代から開発が始められ、主に首都圏を対象に、比較的容易=に入手できる別荘地を提供してきた静岡県伊東市伊豆高原地区を選定した。研究手法としては、人口定着過程を見るための住民登録台帳転入票のデータ化及び分析と、別荘使用者アンケート調査を用いている。前者においては、昭和50年〜平成5年にわたる転入票を転出地や家族構成別に分析し、55歳以上の高齢者二世帯の転入が約30%を占めるなど、別荘地のシルバー化を定量的に明らかにした。アンケート調査では、定住に至るプロセスや今後の定住意向等を既に別荘地に定住している人々及び現在は別荘として利用している人の別に調査している。(1)定住者全体の約4割は、退職を機会に定住に至った。(2)定住者全体の約7割は、ファーストハウスを所有していないので、別荘地で一生生活を送ることを前提として定住に至った。(3)別荘利用者で今後定住を考えている層が約15〜20%ある。(4)定住者の多くは、老後の生活に不安を持っている。特に高齢者施設の不備を不安の声としてあげる者が多く見られた。等が明らかとなった。
