東京、大阪、名古屋などの大都市はその直下も含め多くの活断層に囲まれた比較的軟らかい堆積盆地に発達している。こうした大都市直下で地震が発生した場合、1994年1月のアメリカのNorthridge地震(M_x=6.7)の場合のように巨大地震でなくとも甚大な被害が引き起こされる。このことは不幸にも兵庫県南部地震(M_x=6.9)にも当てはまり、地震が神戸などの大都市直下で発生したため、関東大震災以来の甚大な被害が引き起こされた。このような都市直下で発生する地震を前もって予知することは現時点では不可能であり、いつ起きてもこのような大災害にならないための対策が必要である。そのためには直下型地震が発生した場合の強震動がいかなるものになるかを予測しておくことが重要である。Northridge地震や兵庫県南部地震時の強震動特性は不規則な地盤構造に大きく影響されたことが種々の検討により明らかにされつつある。本研究では、こうした地盤構造の影響を考慮した強震動の予測手法を提案することにあり、Northridge地震や兵庫県南部地震はその有効性の検証に利用できる。ここでは、まず1994年1月のNorthridge地震を対象に提案した手法の検証を行った。提案した手法とは、盆地構造などの不規則な地盤構造を考慮した数値シミュレーションにより1Hz以下に適用できるグリーン関数を求め、一方高周波数領域については統計的なシミュレーション法に地盤の1次元モデルを考慮してグリーン関数を求め、両者を足し合わせることによってハイブリッドグリーン関数を求める。このグリーン関数は小さな地震に対して計算され、大地震時の強震動は、既に提案した波形合成法により求められる。この方法をNorthridge地震時の強震動シミュレーションに適用した結果、本震時の観測記録がほぼ再現できた。兵庫県南部地震についても波形合成法が適用可能な断層モデルの推定などを既に実施しており、今後神戸市等での地盤調査が進み、その不規則構造が明らかになれば本手法が適用でき、兵庫県南部地震時の強震動の生成過程が解明できるものと考える。
