本研究年度中の重要な社会情勢の変化として、「家畜排せつ物の管理の適正化及び利用の促進に関する法律」が平成16年11月1日から完全施行されたことが上げられる。沖縄は食文化として豚肉を多食し、県下の養豚頭数は他県に比し人口比で3倍近くの25万頭あまり有り、養豚排水の適正処理は、環境保全の観点からも、地域産業と食文化の保護の観点からも重要なテーマである。しかしながら、現在、養豚排水浄化処理施設に対する補助事業は、曝気槽への流入汚水濃度を20〜30倍の水で希釈してBOD1,200ppm程度にして浄化処理をすることを認可条件として指導されている。この指導に従えば、毎日4万トンの希釈水が養豚排水処理のために必要となるが、水資源に乏しい沖縄島では、このような排水処理は持続可能とは言いがたい。そこで今年度は、県下の畜産農家とも連携しながら、研究分担者の宇井純が設計した大里村の金城農産の無希釈の酸化溝方式排水処理施設の他畜産農家への適用可能性を検証する実証研究を展開した。まず、酸化溝方式排水処理の実施設のパフォーマンスについて検討を行った。検討したのは、沖縄大学酸化溝水質分析結果、大里村金城農産酸化溝水質分析結果、滝沢ハム(株)酸化溝水質分析結果である。次いで、金城農産等の事例を踏まえ、無希釈による畜産排水処理施設を補助対象事業とするよう沖縄県当局と協議し、認可を得た。宇井純が平成15年度に執筆刊行した「沖縄型・回分式酸化溝のすすめ-自然循環型の畜舎排水処理システム」を使用した無希釈の畜産排水処理法の畜産農家への普及活動、平成15年度に研究代表者の桜井国俊が、太平洋の島嶼国家の水資源・排水処理管理などのあり方を論じて発表した「それはもちますか?-我々はいかなる開発をめざすのか?-」を沖縄に即して詳細に検討する作業を行った。
