本研究は、公立学校における学校評価システムの導入にともなう評価人材育成の課題について検討し、校内評価能力向上のための教職員を対象とする研修プログラムを開発するとともに、その有効性を保証するための制度的措置の実践的可能性について理解を深めることを目的とした。より具体的には、第一に、学校評価導入プロセスにおける校内人材育成ニーズの実態的把握に基づき、専門的知識、経験、能力に係わる必須要件を明らかにすること、第二に、学校評価システムの効果的・効率的な実施を支える校内評価人材育成のための研修プログラムを開発すること、そして第三に、諸外国の評価研修認証制度を参考にしつつ、評価研修プログラムの有効性を保証するために日本国内でとり得る制度的措置について提案すること、を目指した。2年計画で行う本研究の第2年度には、学校評価導入のための評価人材育成プログラムの開発を終え、広島県立教育センターの協力を得て、昨年度試行した小中高等学校教員を対象とする学校評価研修講座を本格的に実施した。また評価研修プログラムの認証制度に関する研究成果を日本評価学会全大会において発表するとともに、上記の研修講座を同学会による認証制度導入に向けたパイロット・プロジェクトとして実施した。同学会はこの講座を認証第1号と認め、正式に評価研修プログラム認証制度の設立を決定した。今後認証制度は、開発援助評価や行政・政策評価の研修プログラムを対象として取り上げるよう発展する見込みである。平成17年秋には、全米評価学会・カナダ評価学会の合同国際会議で以上の成果について報告する予定である。

This study aims at exploring the possibility of developing and ensuring the effectiveness of school evaluation system in public schools, and exploring the possibility of implementing the system in order to improve the evaluation ability of school staff. Specifically, first, the school evaluation of the introduction of the school, the grasp of the status of the school personnel training, the basic knowledge of the school, the knowledge of the school, the ability of the system, the necessary elements to clarify the second, the school evaluation of the effectiveness of the implementation of the school personnel training, the development of the third, The evaluation and certification system of foreign countries shall be referred to, and the effectiveness of the evaluation and certification system shall be guaranteed. In the second year of the 2-year plan, the introduction of school evaluation, the development of talent development, the cooperation of island education, and the implementation of school evaluation training seminars for primary, middle and high school teachers were carried out on a trial basis last year. The research results related to the certification system for evaluation and training were presented at the General Assembly of the Japan Evaluation Society, and the certification system was introduced at the seminar. The Alumni Association decides on the establishment of the certification system for the seminar No. 1 and official evaluation. In the future, the certification system will be developed according to the requirements of development assistance evaluation, administrative and policy evaluation, and training. In the autumn of 17th year of Heisei, the results of the International Conference on Contract of the All-Rice Evaluation Society were reported.
