项目摘要

従前の戦略と組織との関係は、明確に2分化されており、「組織は戦略に従う」(A.D.Chandler,1962)という命題が示すように、先ず戦略が策定され、次に戦略を最も有効に実行する組織デザインが模索されるという適合関係にあった。しかしながら、近年のコンティンジェンジー理論によると、戦略と組織との関係は相互依存的、同時的・包括的なものであるとする。例えば、Peters(1980)は、組織というものは、(1)戦略(2)構造(3)管理システム(4)人材(5)技能(6)行動スタイル(7)共有価値といった7つの要素が相互作用しあって環境適応行動を示すと主張している。本研究は、「超高齢社会に於ける種類別・開設者別・病床規模別病院の経営戦略と組織デザインの在り方」特に「経営戦略と組織デザインの関連性」と「経営戦略と組織デザインの先行性」に焦点を当て、沖縄県の一般・私立・100床以上病院で且つ高齢社会・高齢化社会地域に所在する各々2病院の管理職への面接調査を試みたものである。先ず、「経営戦略と組織デザインの関連性」について、環境適応戦略と官僚的組織、環境創造戦略(水平統合戦略)と専門的組織、環境破壊戦略(垂直統合戦略)とマトリックス組織に何らかの相関があるように感じられた。次に「経営戦略と組織デザインの先行性」に関しては、戦略とは集合的な意思決定の産物と考えられ、この意味では、戦略を生み出すのは組織自体であり、「戦略は組織に従う」という逆命題も成立しうる。沖縄の病院の場合、短期的には、また規模が大きくなければ、「組織は戦略に従う」といえるし、長期的かつ規模が大きくなれば、「戦略は組織に従う」という可能性が高くなると思える。最後に、マトリックス組織の限界としては、戦略モードとオペレーション・モードとが並存していることが挙げられ、留意せねばならない。
