本研究では、地域改善対策事業下の3同和地区をとりあげ、1.地区の事業過程はどのような生活基盤整備をもたらしたか、そして、2.それがいかなる地域活動上の変容をもたらしたか否か、また、3.地域活動上重要な役割をはたす地域リーダーの階層的特徴、そして、4.地域リーダー層の活動実体と問題点、などを明らかにしようとした。その結果判明したのは以下のごとくである。1.3地区間に物的な居住環境基盤整備の基本的差異はみられない。しかし、事業の地元協力組織の構成とその活動経過については、各地区の個性の一定の反映がみられる。 2.k地区にあって、環境整備事業の終息過程はいわばソフトな各種地域づくり活動の同時伸張過程でもあった。その活動は住民主導型といってよい。地域リーダー層は中堅男性/ブルーカラー労働者型であり、リーダー間に緊密なネットワークが組まれている。リーダー層の活動への満足度と地区の地域活動への自己評価は高い。 3.o地区は、環境整備事業完了後、会館主導でありつつも地区内の30代の母親達が中心になっての広域児童館活動が芽をふきだしつつある。しかし、リーダー層はやや男子自営業主型の傾向にあり実質的な地域リーダーといわれる層は薄い。女子の若手層を軸に周辺地区との交流のなかで地区全体の地域活動を高めようとの方向性が見て取れる。 4.ko地区は、環境整備事業の終了もちかい。地域活動はほとんど会館主導といってよい。リーダー層は、土着持ち家/ブルーカラー労働者型といえる。地域活動や役員活動への自己評価、そして将来の地域活動展望も決して高くはない。しかし、住民連帯の必要性認識が高い点に今後の課題が明確に意識されている。 5.3地区のすべてにおいて、会館(旧隣保館)の地位と役割、そして将来をも含めた住民からの期待度は高い。
