项目摘要

国際援助協力の分野で用いられる、ミクロの投資の評価方法であるプロジェクト評価の分析枠組みにもとづいて、「市場メカニズムによって投資が成立する条件」を分析する財務分析と「費用便益分析のもとづいて国の経済開発や福祉の視点から評価する」経済分析との間にある一定の関係を確認した。この命題から、以下の結論を得る。(1)価格の歪みが大きい経済では、一般にミクロの投資プロジェクトの財務分析の収益性と経済分析の収益性とのギャップが大きく生じやすい。(2)(1)のことからプロシェクトの実施主体に対するincentiveと経済全体に対する効率性のギャップから、マクロの経済パフォーマンスは一般的に悪くなる。(World Bank,1983)(3)価格の歪が大きければ大きいほど、所得分配効果が大きくなる。(4)価格の歪が大きい経済で、FAp<EAのプロジェクトは、公共ブロジェクトのように所得の分配に関して、外部性の強いプロジェクトである。(5)したがって、EAp<EAのプロジェクトは、市場メカニズムを通じて成立しにくいプロジェクトではあるが、経済効率性が高く、所得の再分割効果も高いプロジェクトであり、積極的に援助協力すべきプロジェクトである。(6)逆に FAp>EAは、私的には収益が高いが、経済効率も低く、所得の再分配効果が負のプロジェクトで決して援助協力すべきでないないようである。(7)プロジェクト評価にあたっては、経済分析におけいる収益性の分析はもっとも重要な分析である。援助審査にあたっては、いちばん重要な基準である。

International aid cooperation is divided into two areas: the analysis of investment evaluation methods, the analysis of market conditions, the analysis of financial analysis, the analysis of cost benefits, the analysis of economic development and the evaluation of well-being. The following conclusions are obtained.
