项目摘要

1:旧ソ連の国有企業民営化=私有化(以下私有化と略す)は、1994年6月で「バウチャーによる私有化」段階から「貨幣による私有化」段階へ移行した。本研究では、これに先行する諸段階を含めて過程全体を「体制転換」の視点からどうおさえるかに重点をおいた。2:これと並行しつつ、やや異なる様相で進行している土地改革(土地私有化、農業企業民営化)について中間的な研究のとりまとめを行った。-研究発表欄参照3:旧社会主義諸国における国有企業私有化の過程・形態の比較のポイントを検討した。(1)私有化の経済的前提条件の特殊性、例えば旧体制下における一定度の私的セクターの存在(ポーランドなど)、市場的社会主義路線による国有企業の「商事会社」化の進展(ハンガリー)、「自主管理」的システムの展開(ポーランドなど)、高度の集権的管理体制(旧ソ連、チェコスロヴァキア)の存続、などが私有化の過程の相違の要因となっていること。(2)政権の性格や安定度、国民の私的所有・企業家活動についての意識が、私有化のプログラム選択の方法をも規定しつつ、私有化の形態・テンポに影響している点。例えば旧ソ連末期の私有化プログラムにおける「集団企業化」構想、ロシアにおける「バウチャーによる私有化」、ポーランドにおける企業私有化の緩慢な過程とチェコスロヴァキアにおけるその急速な過程、再私有化政策の有無など。いわゆる「自然発生的」、「ノメンクラツ-ラ」私有化現象についても、同一にはみられない。4:旧ソ連諸国のうち、ロシア連邦以外の国およびロシア連邦内の各地域での私有化過程については、本年度は資料収集にとどまり、分析は次年度にまわされる。
