项目摘要

The objective of this study are : (1) to give an overview on recent economic development of the Japan Sea Rim nations, (2) to analyze its negative impacts on environment of that region with special focus on water pollution, and (3) to evaliate attempts by local governments to promote economic cooperaktions and avoid international environmental problems through comparison with those in the Baltic and Mediteranean nations.First, we compiled Economic-Environmental Acconting Table of the Japan Sea Rim Nations in 1990 through the framework of Economic-Environmental Accounting System advocated by Kitabatake (1990). Second, we estimated total pollution loads of the Sea of Japan, and compared the results with those of the Yellow Sea and Bohai Bay for evaluation of water quality. Third, we began to develop a simulation model of water flow in the Sea of Japan for prediction of expected water pollution in future. This attempt was made by modifying a water flow model developed by Kim (1996). Forth, we analyzed dynamics of intermational cooperations made by local governments in this area with special attention to activities of Niigata prefectural govemment. Here, we examined interactions of various actors engaged in the international cooperation project. Finally, we investigated international environmental cooperation activities in this area and examined its future by comparison with the Baltic Mediteranean cases of international cooperation.

本研究的目的是：（1）概述日本海沿岸国家近年来的经济发展情况;（2）分析其对该地区环境的负面影响，特别是水污染问题;（3）通过与波罗的海和地中海国家的比较，评估地方政府为促进经济合作和避免国际环境问题所做的努力。1990年我们在北武（1990）提出的经济环境核算体系框架下编制了《日本环海国家经济环境核算表》。其次，我们估计了日本海的总污染负荷，并将其结果与黄海和渤海湾的水质评价结果进行了比较。第三，我们开始开发日本海水流的模拟模型，以预测未来的水污染。这一尝试是通过修改Kim（1996）开发的水流模型来进行的。第四，分析了地方政府在这一领域的国际合作动态，特别关注新泻县政府的活动。在这里，我们研究了参与国际合作项目的各种行为者的互动。最后，我们调查了这一领域的国际环境合作活动，并通过与波罗的海-地中海国际合作案例的比较，研究了其未来。
