1.19世紀初頭、プロイセン東部では近代化政策が比較的容易に実現されたのに対して、バイエルンではそれは1848年以降にようやく進展しはじめた。本研究者は、こうした相違が両地域のゲマインデ(Gemeinde)の構造的差異に由来するという仮説に基づき、まずバイエルンの農村社会に関する分析を試みた。その場合重要なことは、たんに19世紀に留まらず、中性に遡って長期的な人口変動との関連において経済史的過程を捉えるという方法である。以下の著書は特にその手がかりとなった(W.Abel,Massenarmut und Hungerkrisen im vorindustriellen Deutschland,^21977;C.Pfister,Bevolkerungsgeschichte und Historische Demographie 1500-1800,1994)。中世においては農村ゲマインデから排除された下層民のうちでも最下層の人々は物乞いにより生きることを認められ、他方で農民は喜捨によりキリスト教による救いを約束された。しかしこうした下層民が犯罪者とみなされ、処罰の対象とされるようになったのは、人口が急激に増大した18世紀後半以降のことである。人口増大はバイエルンでは下層民の増大となって現れ、その原因はゲマインデの強さと排他性にあった。これに対して、プロイセン東部は当時なお人口密度の低い地域であった。バイエルンでは農民解放を経た後も、下層民の一部を構成した農業奉公人は乞食に転落しうる条件のもとで生活しており、定住と放浪の境界領域に置かれていた。2.「バイエルン農民連盟Bayerischer Bauernverein」の指導者であるハイム(G.Heim)によって1909年に「カトリック農村奉公人協会Der Verein kathorischer Landlicher Dienstboten」が組織された。この組織はドイツ社会民主党に対抗して奉公人を農村社会に統合しようとしたのである。この統合には限界があったが、農民を核とする地域的結合は、中央の政治権力に対して相対的独立性を維持する基礎となりえたと思われる。
