项目摘要

今年度の課題「公共料金政策の国際比較に関する理論的・実証的研究」において、得られた新たな知見等の成果を以下で明らかにする。従来の伝統的な公共料金に関する研究は、制度的かつ歴史的研究に多くは止まっていた。本研究は、規制産業について共通して検討されるべき「参入規制と価格規制」の市場成果ないし静学的かつ動学的な資源配分の効果について理論的・実証的に考察を加えた。近くその一部は国際ジャーナルの論文にも掲載される予定ではあるが、ひとまずAnnual Studiesにおいて公開した。新たな知見のうち主要なもののみを列挙する。(1)公共料金政策の政策手段は、国際的(米国・英国を中心として)に類似した規制スキームを採用している。しかし資源配分に対する誘導システムは、リスクテイキングのあり方をめぐって、大きく異なる。(2)経済政策の「行政・政策」責任とその職務領域に関する制度的スキームが、日本では必ずしも明瞭ではない点が散見される。このことは行政だけでなく審査等を担当する競争政策当局においても同様である。(3)英国で最初に導入されたインセンティブ規制と競争の枠組みは、フォーラム自体が単純であるとき予想される効果をもつが、複雑な方向に移るにつれて、その効果はバイアスのあるものとなる。従って、公共料金政策の一つの柱である「消費者保護」や「消費者厚生」の向上に必ずしも十分に一致するものではない。行政機関の政策原則と運用において、有用な市場のメカニズムをどのように構築していくかが課題となる。(4)アンケート調査等により公共料金政策の方向に一定の理解がみられることが判明した。しかし既存の方式と新たな方式との比較において、どちらが費用・便益のうえで有益であるかは、一層の理論的・実証的研究を重ねる必要があるように思われる。

This year's topic "Theoretical and empirical research on international comparison of public finance policies" includes the following achievements: There is much research on traditional public data and the history of institutions in the past. Policy principles of administrative agencies, application, usefulness, market structure, construction, etc. (4)The investigation and other aspects of the public finance policy should be clearly understood. Comparison between existing methods and new methods is necessary for theoretical and practical research.
