本研究は、急速な人口減少に直面している地方都市を対象として「継承・更新されやすい既成住宅地の条件」を捉えることにより、立地適正化計画をはじめとする人口減少都市の再編に向けた計画施策への、知見の応用可能性を考察するものである。2022年度は、地方圏において比較的規模が大きく、人口減少に伴う都市再編が特に希求される地方中核都市27市を対象に、1995年から2020年の25年間における小地域ごとの生産年齢人口割合の変化率と、社会条件・空間条件との関係について、特に地価構造との関係に着目して分析を行った。分析の結果、地方中核市においては「都市内の平均地価が高い」ほど、生産年齢人口割合の変化率は維持・増加しやすい一方で、「都市内の地価の変動係数が大きい」ほど、生産年齢人口割合の変化率は減少しやすく、「平均地価」より「地価の変動係数」の影響の方が大きいため、仮にコンパクトシティによって、高地価のエリアが都市中心部に偏在し、同時に都市縁辺部では地価が下落してしまう場合、都市内全体では「生産年齢人口によって継承・更新されにくい都市構造」になってしまう可能性が示唆された。今後は、「都市内の地価の変動係数」に着目して、「特に変動係数が多い/少ない」自治体をそれぞれ選定し、市街地開発の歴史的変遷や土地利用の変化と地価構造との関係、ならびに自治体や住民へのインタビュー 質問票調査等を通して、公民間での住宅継承・更新に係る認識の共通点・相違点についても分析を行う。以上の分析結果をふまえ、「都市の実状に即した施策・計画策定のあり方」を考察する。以上の研究成果は、関連分野の国際誌に、原著論文として投稿・発信する予定である。

This study aims to explore the feasibility of urban redevelopment in rapidly underpopulated cities by exploring the conditions for renewal of existing residential sites. In 2022, the scale of comparison between local and regional regions was large, population shortage was accompanied by urban reorganization, special requirements were sought, local and central cities were 27 cities, and the production year of small regions was 25 years from 1995 to 2020. Population change rate, social conditions, spatial conditions, and special structural relations were analyzed. The results of the analysis show that the average ground level in the city is higher than that in the local area, the change rate of population segmentation in the production year is maintained and increased, the change coefficient of ground level in the city is higher than that in the local area, the change rate of population segmentation in the production year is decreased, and the influence of the average ground level and the change coefficient of ground level is greater than that in the local area.
