農業インフラ分野における作業員の高齢化・人手不足の深刻化により、ICT施工（情報化施工）の普及やデジタルデータの利活用などによる建設現場の生産性の向上が喫緊の課題である。一方で、ICT施工をIT/ICT戦略と捉えた場合、企業としては経営戦略の一環としてICT施工を考える必要があるが、多くの企業では投資評価の仕組みが確立出来ていない現状がある。特に、農業農村整備では地元中小企業が多く、IT/ICT投資評価の実施の難しさなどから、ICT施工は未だ官主導で民間での動きが鈍く、投資に消極的な状況にある。そこで、自ずと農業農村整備におけるICT施工が促進されるためには、企業がICT施工に自主的・主体的に取り組むための（IT/ICT）投資評価手法を確立することが必要と考えた。そのため、本研究では、「農業農村整備に関係する企業において、ICT施工の取組状況などにより阻害要因を明らかにすること」を目的に調査を実施した。研究方法は、農業農村整備の関係企業を調査対象にするため、関係協会の協力を得て、会員（45社）に対して、ICT施工の実施状況や実施理由、投資評価の有無などをアンケート調査を実施した。分析・検定方法は、設問毎の単純集計と、設問や属性（会社規模）を組み合わせたクロス集計、クロス集計表の相関分析を行い、クラメール連関係数及びカイ二乗検定（ｐ値）により関係性を検定した。アンケート調査結果は、農業農村整備に関わる企業の約４割がICT施工に取り組んでいたが、その際の投資評価手法は未確立であり、必要としている状況が明らかになった。また、クロス集計等により、企業規模が小さくなるほどICT施工の投資評価手法の必要性が高まっている状況も判明した。調査結果からは、農業農村整備に関わる企業においても、他産業と同様に、投資評価手法が未だ確立していない状況やその必要性が高まっていることが明らかになった。
