项目摘要

本研究は、今日の比較政治研究の重要な課題である権威主義体制の強靭性を説明することを目的とする。具体的には、共産党による一党独裁政権に着目し、党内の派閥による競争が政策の多様性を生み出し、結果として政権の適応力を高め、長期にわたる政権維持を可能にしたことを実証的に示す。比較歴史分析の手法を用いて、中国、北朝鮮、ベトナムの三つの事例について、重要な政治課題をめぐる党内の派閥闘争を詳細に分析する。政党内の競争が党の柔軟性を高めるという本研究の中心的な論点は、権威主義体制のみならず、民主主義体制の理論にも応用可能なインプリケーションを提示しうる。2022年度の研究では、研究環境の整備及び資料の収集を中心に進めたが、特に中国の事例については、すでに研究成果をまとめており、さまざまな媒体で発表したほか、重要な成果として2023年夏ごろ出版予定の単著『派閥の中国政治ー毛沢東から習近平までー』に盛り込むことができた。本書では、留ソ派、林彪集団、石油閥、経済保守派、上海閥など、中国を代表する派閥の盛衰過程と政争の展開を関連づけながら、中国政治における派閥の重要性を論じた。特にこれらの派閥が競争を繰り広げながら、党の分裂をもたらさず、対外的には団結していたことに着目し、このような党内にとどまる派閥闘争が結果的に中国共産党一党独裁体制の強靱性を高めたことを明らかにした。2023年度では、引き続き中国の事例に関する研究成果を積極的に発表するほか、ベトナムと北朝鮮の事例についての研究を進め、全体的な枠組みの整理を行い、成果の発表につなげる。
