项目摘要

本年度は、現代に至るまでの各国の難民保護制度の分析と多文化政策の比較を中心に実施した。これまで研究を進めてきたヨルダン、ドイツ、スウェーデンに加えて、今年度は特に日本の難民政策に注目した。2022年はウクライナ危機が発生したことで新たな難民問題が生じ、国際難民レジームのあり方に影響を与えた。日本も例外ではなく、これまで消極的な対応をとってきた難民受入について態度が軟化したことは注目に値する。そのため此度の難民問題をみることはシリア難民への日本政府の対応を分析する上で有用と考え、ウクライナ難民問題とシリア難民問題の比較分析を実施した。これらの研究成果については、3つの国際シンポジウム、国際ワークショップ（立命館大学アジア・日本研究所主催のThe 49th AJI Frontier Seminar、立命館アジア・太平洋大学主催のAsia Pacific Conference 2022、立命館大学アジア・日本研究所主催の AJI International Workshop From the Frontier of Asian Diaspora Studies: Perspectives on Migrants, Refugees, and Returnee Diasporas）にて英語で口頭発表を実施した。また、日本の移民・難民政策を研究する上で重要な概念である「多文化共生」について、欧米の多文化主義との比較から概念の形成過程と行政による運用について考察を行った。この多文化主義と多文化共生の比較に関する研究成果は、英語論文にまとめてJournal of the Asia-Japan Research Institute of Ritsumeikan Universityに投稿した。

This year, the analysis of refugee protection systems in various countries and the comparison of multicultural policies were carried out at the center.
