保育者が子どもの人権を理解し、子どもの人権を尊重した保育を行うことは自明のこととして認識されてきた。しかし、「子どもの意見表明権を大切に」「多様性の尊重」など、子どもの人権の理念を理解していても無意識に子どもの人権を侵害している場面が見られ、理念の理解と保育者の実践とのズレが生じている。本研究の目的は、子どもの人権を理解していても侵害してしまう、その潜在意識を可視化することである。今年度は、子どもの人権および保育に関する文献、論文の収集を行い、子どもの人権と保育の関連についての知見を整理した。明らかに不適切と捉えられる保育者の関わりの他にも、子どもの人権を尊重していない関わりは多様にあることが明らかになった。一方で、不適切な保育をしないために必要とされる「子どもの人権に関する十分な理解」とは何かという課題も明らかになった。11月から12月にかけて、幼稚園、保育所、こども園の保育者を対象として、子どもの人権への意識についての質問紙調査を行った。質問項目は、子どもの人権や保育に関する文献および研究代表者の保育経験を基に、保育者・保育研究者の合議によって作成した。それぞれの質問項目について「とても違和感を覚える」「どちらかというと違和感を覚える」「どちらかというと違和感を覚えない」「違和感を覚えない」の4件法で回答を得た。884部配布し、389部の回答を得た（回収率44%）。項目ごとの分析、回答者の保育経験年数による分析を行い、保育者の子どもの人権への意識を明らかにした。
