2010年代より日本ではグローバル人材の育成が政策として推進されてきた。背景の一つとして日系企業の海外支社に必要な幹部級人材育成という産業界の意向がある。本研究では、このようにエリート教育の性格を持ちうるグローバル人材育成において、教員がどのような役割を果たしたのか、教員自身の認識の調査を通し明らかにすることを目指している。実施計画では、計画1年目にあたる2022年度にインタビューと質問紙調査を実施し、教員の認識とそれに影響を与える要因を明らかにする予定であった。その下準備として、国際教育を行うIB校（一条校73校）のデータベースを作成した。各学校のHP、ブログ記事、教員の執筆した論文、その他の記事に基づき、12項目のデータ（IBの種類、コースでの実施かどうかなど）を収集した。高校段階では9割の学校がコース別でIB教育を提供していることがわかった。これは公立（86%）、私立（90%）で大きく差はなかった。理系コースに対して、海外大学への進学や帰国子女を受け入れるコースでの実施や、あるいは、総合型選抜入試への対応策として導入している学校がほとんどであった。前者はエリート教育の志向を持つものであるが、後者はそうとは限らず、国内での入試動向に対応した動きと捉えられる。こうした資料ベースのサーベイでは、IB校となった経緯やその他の要因がIB教育の志向性（コース別かどうか、エリート教育かどうか）にどのように影響を与えたのかを明らかにすることはできない。また、そのような学校の状況とは別に教員が教育実践を行なっている可能性もある。それらの点について、引き続きインタビュー、ならびに質問紙調査を通し明らかにしていく必要がある。
