Ethnic conflict and the complex power shearing

近年来，世界各地都出现了种族冲突。剑桥卡内基项目提出的复杂权力共享（CPS）是自治的解决方案。它是在国家框架内给予要求独立的民族自治权的方法。但是，在中东，依赖于借出收入的“分配国家”建立了威权体制。因此，在引入CPS之前，首先要考虑经济问题。一个资源丰富的国家加强了他们的专制制度，资源很容易引发内战和争端的开始。

In recent years, an ethnic conflict is seen everywhere in the world. The complex power sharing (CPS) which the Cambridge Carnegie project has proposed is the solution by autonomy. It is the method of granting autonomy to the ethnic group which asks for independence in the framework of the state.But, in the Middle East, the "distribution states" depending on the lent income have built the authoritarian system.Therefore, economic matters lie before introduction of CPS. A resource-rich countries strengthen their authoritarian sysytem, resources can rise a civil war and the beginning of dispute easily.
