In recent years, an ethnic conflict is seen everywhere in the world. The complex power sharing (CPS) which the Cambridge Carnegie project has proposed is the solution by autonomy. It is the method of granting autonomy to the ethnic group which asks for independence in the framework of the state.But, in the Middle East, the "distribution states" depending on the lent income have built the authoritarian system.Therefore, economic matters lie before introduction of CPS. A resource-rich countries strengthen their authoritarian sysytem, resources can rise a civil war and the beginning of dispute easily.

近年来，世界各地都可以看到种族冲突。剑桥卡内基项目提出的复杂功率共享（CPS）是自治的解决方案。这是向族裔授予自治的方法，该族裔要求在国家框架内建立独立性。但是，在中东，根据租约收入建立了专制制度的“分配状态”。因此，在引入CPS之前，经济事项就在于。资源丰富的国家加强了其专制的Sysytem，资源可以激发内战和纠纷的开始。
