The development of incident construction in marine traffic and the analysis system.

In 2001, by a knowledge according to the third incidents survey result carried out, the incident questionnaire was redesigned on the item of Performance Shaping Factor which makes the basis of this research from each viewpoint of crew education, behavioral science, risk assessment.In addition, we tried to make the software as the safety manager in business analyzes the incident easily using Visual Basic of Excel and OS which spread generally. Then, the fundamental skeleton was made.In 2002, we visited USCG, NTSB in U.S.A. and MAIB, NI in U.K. to investigate the actual condition of the maritime incident investigation. By information and idea got by this investigation, we softened elaborate analysis of the incident database (2831 cases) by our investigation carried out until now. Then, we succeeded in the first development of database preparation and analysis system which occupy the important position in incident reporting system. Then, we send the analysis software to 160 coasting liner companies, and held the explanatory meeting in Tokyo and Osaka for the safety managers to use our software on trial.In 2003, we sufficiently listened to the opinion of ship Co. on our first development system.Then, the following were carried out Data input systems, databases processing system, basic statistical systems, data interrelation system, analysis report generation system and manual preparations, etc. And, we announced the content of this system at IEA2003 Seoul Korea and IRIA2003 Williumsberg U.S.A.. Besides, we considered that the Asian crew occupied a large number worldwide, and visited Vietnam marine college and Vietnam. Maritime Bureau, etc. in order to bring close to our system which the Asia crew can effectively utilize. With this purpose, we explained the system which we developed, and the hearing was carried out.
