Researches in Electric Home Appliances Recycle Law and Foods Recycle Law

本课题以日本地方实现健全的物质循环社会为研究对象，于2003年和2004年分别访问了环境省、经济产业省和家电协会。并对《家电回收法》的法律的程序和行政程序进行了调查。通过持续的调查，发现了该法的制定过程和存在的问题。关于食品回收法，笔者走访了东北地区农业厅、管理咨询公司和堆肥厂。并对日本的食品循环利用现状和食品农业问题进行了调查。从持续的调查来看，减少包括家庭食物垃圾在内的食物垃圾非常重要，因此，从国际物质循环的角度建立健全物质循环社会非常重要。

This Project has researched the realization of a sound Material-Cycle Society in local Area in Japan.In 2003 and 2004, the writers visited the Ministry of the Environmental, the Ministry of Economy, Trade and Industry, and Association for Electric Home Appliances. And they investigated legal and administrative procedure regarding Electric Home Appliances Recycle Law. From continued Investigations, the establishment and several problems of this Law emerged.As regards Foods Recycle Law, the writers visited Tohoku Regional Agricultural Administration Office, management consultant and composting plants. And they investigated the present condition of Foods Recycle and the food-agriculture problem in Japan. From continued Investigation, the reduce of food-wastes including home food-wastes is very important.Hereafter it will be important to establish a Sound Material-Cycle Society from viewpoint International Material-Cycle.
