A Study of the Role of Regional Authorities : The cases of Black Sea and Balkan Area

This research explored the trailblazing role of the regions alongside the state borders. In the previous research, it has been became clear that the regions played the roles to prepare the EU enlargement towards the East Europe through the network of the regional authorities. This research made it clear that the hypothesis can be applied to the model of Balkan Sea Regions.The research explored the appropriateness of the Multi-level governance approach as analytical framework on the regional policy area and revised its weak point of tendency of static analysis. MLG approach embedded the regional authorities into the lowest stratum and the role of the authorities do not wander from the client identities of their belonging states.In Europe, regional authorities has changed their identities into those of trans-national actors and strategically uses the financial and regal resources of European sphere, participating in the grand design making in the respective area.
