The ratio of containers arriving into and leaving from Asian ports, in terms of international maritime container flow, is increasing with the economic development of these countries. The amounts handled in several Asian ports now rank among the highest in the world. Meanwhile, Japanese ports are less competitive, especially in terms of the amount of containers handled. At the same time, in the region, a large movement toward economic partnerships for various combinations of countries is observed. Discussion on a common international transport system and infrastructure network policy is needed. Against this background, the authors have been developing a prototype model for international container cargo movement which produces network simulations of link flows, including the use of different types of ships and transshipments, with the amount of OD container cargoes, as a given input, applying network assignment methodology. In this research, the brand new model is redeveloped, although it is based on the similar concepts as mentioned above, also are many new concepts and ideas examined and incorporated in order to improve the model predictability and strengthen the theoretical background ; for example, different type of the network for shipper and carrier, interference of each link flow, economies of scale in various aspects of shipping and terminal handling, and detailing the domestic transport network in Japan. At the last part of research, as an application of the developed model, simulation for evaluating the international freight transport policy is examined.
