项目摘要

本年度は、移民を受け入れる国において、受け入れ国におけるネイティブなどの多数派と、移民などの少数派とが相互にお互いを受け入れるかを分析できる理論的枠組みを構築した。その中で、世代間の影響も考慮し、前の世代が受け入れていたほど次の世代も受け入れやすくなるという性質を組み込み、どのような条件が、お互いを受け入れる方向に向かわせるのかを分析した。分析の結果、多数派の受け入れ姿勢は、少数派の社会的統合（多数派をどの程度受け入れるか）の度合いに対して逆U字を示す、つまり、少数派があまり社会的に統合されていない間は、その統合に伴い多数派はより少数派を受け入れるようになるが、少数派が十分統合されるようになると、さらなる統合は多数派の受け入れ姿勢を損なうことが分かった。この結果は、欧州のように移民を多く受け入れ、社会的に統合する努力を続けてきた国において、移民排斥の動きが生じたことを説明できるという意味で重要である。また、多数派の受け入れ姿勢は、少数派に意図せざるメリット（外部経済）をもたらすが、少数派の社会的統合の努力は必ずしも多数派に外部経済をもたらさないことも分かった。この結果は、多数派の受け入れ努力を促す政策は常に正当化可能である一方で、少数派の社会的統合を促す政策は、多数派の反応を考慮する必要があり、常に正当化できるとは限らないことを示している。いずれの結果も、近年外国人居住者が増加し、少子化への対策の一環としてさらなる外国人受け入れが議論される日本にとって重要な知見であると考えられる。
