競争的な市場環境を維持・促進する政策群である「競争政策」は経済のパフォーマンスを規定する非常に重要な政策である。しかし、従来の競争政策は人口減少を想定しておらず、人口減少に直面する日本の地方経済や衰退産業に対して従来通りの競争政策を運用して良いのかという疑問が提起されている。実際に、地方銀行の合併が特例的に認められることになった事例に代表されるように、既に政策現場では競争政策の変化が進みつつあるが、その効果や長期的な影響は学術的には未解明である。本研究の目的は、その効果や長期的な影響を精査することにある。そのために、初年度である2022年度は消費者にとって重要な生活基盤である「小売業」と「医療機関」の２産業に着目し、データを収集し、計量経済学的な手法の吟味を行った。しかしながら、「小売業」はデータを収集したものの、あまり質の高いミクロデータが得られなかったため、より政策的に重要な「銀行業」を対象に追加することにした。その上で、研究代表者の所属する一橋大学と帝国データバンクが協力して設立している「帝国データバンク企業・経済高度実証研究センター（TDB-CAREE）」に、リサーチ・クエスチョンに回答が可能になるデータが存在していたため、そちらのデータの整備を始めた。また、「医療機関」に関しては、基礎的な病院の属性データを収集しつつ、財務諸表のデータ（貸借対照表と損益計算書）を購入し、それらの接続を行いつつ、分析手法の吟味を行った。

Japan's local economy and declining industries are facing the challenge of competition policy in the future. In fact, the recognition of the special case of the merger of local banks represents the progress of competition policy changes on the policy scene, and the results and long-term impact on academics are yet to be understood. The purpose of this study is to investigate the long-term effects of the disease. In the first year of 2022, the two industries of "small business" and "medical institution" focus on consumers, important living bases, and measurement methods. "Small business" is a very important part of the business. In addition, the research representative of Hitotsubashi University and the Imperial Department of Science and Technology cooperated to establish the "Imperial Department of Science and Technology Research Center (TDB-CAREE)", and the answer was possible. For example,"medical institution" is related to "basic hospital attribute data collection","financial table data collection"(loan balance sheet and profit and loss calculation book),"purchase","connection","analysis method".
