项目摘要

本研究は、地方におけるホームレスの実態把握を正確におこない、支援方法を実証的に明らかにすることを目的とする。とくに地方においては、分散・移動型のホームレスが見られる。しかし、厚生労働省調査においては、とくに地方では目視調査しかおこなわれていない。そこで、本研究は、地方におけるホームレスの正確な人数と生活実態を当事者への支援や見守りを兼ねた聞き取り調査によって明らかにすることにより、目視調査によっては把握されていない地方のホームレスの存在と生活実態を示すことを目的としている。2022年度においては、厚生労働省調査による地方における目視調査ではホームレスの正確な実態把握ができないことを明らかにするために、個別聞き取り調査を高知市内の中心市街地でおこなった。その結果、厚労省調査では、高知県におけるホームレスは、2022年（1月）4名、2023年（1月）2名と公表されているが、われわれの高知市内市街地のみの夜回り調査においては、2022年1～12月の月1回の調査で多い時は７名、2023年1～3月の月1回の調査で多い時は5名であった。しかも、2022年1月～2023年3月の期間においてわれわれが始めたシェルター事業（2部屋）の利用者は11名、相談のみの方は8名（いずれも狭義のホームレスのみ）であった。そのように、厚労省の目視調査では、地方のホームレスは過少評価になることを明らかにした。また、ホームレスの適切な支援方法を明らかにするために、北九州市や横浜市、東京都、ソウル近郊での先進的な取組みをおこなっている団体の視察・聞き取り調査をおこなった。その結果、医療・福祉専門職など職種との緊密な連携が図られており、それによって必要な専門的支援が受けられていること、見守り支援においては、個人情報を聞き出すよりも時間をかけて信頼関係を構築することの重要性が明らかになった。
