主として、通常の学級で学ぶ聴覚障害児の在籍状況ならびに補聴機器の使用状況、さらに聴覚障害児を主たる対象とする特別支援学校（以下、聴覚支援学校）が担う地域支援の実情について検討を行った。東北地区6県14校（分校を含む）の聴覚支援学校の地域支援担当者に対する聞き取りを行い、地域の小・中学校で学ぶ聴覚障害児、特に人工内耳装用児の学習環境等についての予備的な調査を行った。通常の学級の実情として、難聴学級や通級指導教室（難聴）の指導担当者が数年単位で異動してしまうため、専門的な知識、技能を持った人材が育ちづらい状況にあることが示唆された。同様に、在籍児の卒業に伴い、難聴学級がなくなってしまうと、聴覚障害児教育に理解のある教員が不在となり、同一の学校内に新たに難聴学級を立ち上げる際に、改めて、聴覚障害に係る基礎的な事項から周知しなければならないことなどが課題として挙げられた。また、東北地区における聴覚支援学校のセンター的機能について、東北地区は、他の地区に比べて1つ1つの県の面積が大きく、1つの聴覚支援学校が支援する範囲が地理的に広いことが挙げられた。さらに、支援する学校が所在する地区の実情に合わせて支援を行わなければならないため、支援内容も広範にわたることが挙げられ、聴覚支援学校で地域支援を担当する教員に求められる専門性も多岐にわたることが示された。両耳人工内耳装用児など、これまでの聴覚障害児教育では絶対数の少なかったケースについても対応が求められていることから、聴覚支援学校を対象とした専門性向上のための研修機会提供の必要性も示された。
