(1)住民のパニック直前様状況,及びその防止について(松永,狩野,北村):1991年6月3日以降,特に11,12日にパニっク様状態が発生したが,それは一部の住民,関係者に限られた。また,デマ,うわさ等もそれにほど住民を惑わせるほどまでには至たらなかった。調査時点では,パニック発生の恐れはないようであった。パニックの発生を恐れることなく,より多くの情報を住民に提供し,心構えせさせておくことが,むしろ必要なことと思われた。(2)住民の避難行動を決定する要因について(松永,狩野,北村):警報を与えても,初めは,避難を開始しない住民が多く認められた。多くの経路を通して警報が与えられると,避難を開始する者も認められた。緊急,かつ,ある期間避難を要する場合は,警戒区域設定等による強制的避難借置が人命を守るためには必要と思われる。(3)長期の避難行動にともなう問題点について(松永,北村,狩野):長期の避難行動において,避難住宅の狭いことと遮音性に小ささが最も大きな問題となった。このため,危険であるにもかかわらず,帰宅願望を抱く住民も認められた。緊急な対応で広い住宅を確保することが困難な場合でも,遮音性を高くし,心休まる場所を提供する必要があろう。(4)組織の対応,情報郵理,情報伝達システム,危機管理の問題点について(平野,森山,松永):当初は,行政機関等に情報伝達,情報管理,対応に混舌がみられた。これは,関係行政官に危機管理の知織,経験がなかったことによって生じたしいえよう,しかし,数100年に一回しか発生しなしような事態に備えて,よ訓練と知識を保持し続れるのは,地方自治体に取って大変に負担が大きいことと思われる。国に危機管理の専門部門を設置し、緊急事態発静地があれば,現地に専門家を派遣し,助言を行うようなシステム構築が効率的と思われる。
