The aim of this report is to discuss water resources problems, and to seek the best solution of them. At the first chapter, I discussed how to grasp water resources problems that have happened in Japan, with comparing with foreign cases and domestic historical experiences. In the discussion of the way resolving metropolitan water shortage problems, we can grasp their essence by explaining historical feature and social nature of water use. In Japan, as the volume of agricultural water use is enormous, we have to analyze water resources problems from the perspective of agricultural sector.In the second chapter, I examined the development of water resources policies in Japan's 14 metropolises, for example change of water demand, expansion of water provision facilities. As a result, I can say that the change of cities' water resources policies have not happened although its change has been expected and its situation has been already prepared for In the third chapter, 1 examined the water resources development policy, especially about revision of Kiso river's water resources development plan in 2004. As a result, I could understand that the problem essence of Japan's water resources policy was contained in it.
