地震などの自然災害は,その発生頻度は小さいが,一度それが発生した場合の被害は甚大なものとなる.この種の自然災害は,発生時点における直接的かつ瞬間的な一次的被害のみならず,復興過程における経済成長経路の下方シフト(レベル効果)を通じた間接的かつ継続的な二次的被害をもたらす.前者を軽減させる施策として,安全水準を規定する耐震補強や性能水準設計などの予防的投資(ミチゲーション)が挙げられる.一方,後者に対しては,災害保険の発行などを通じて,災害後の復興を円滑に進めるための金銭的な備えを事前に講じておくことが必要不可欠である.さらに,自然災害による社会資本の減少は,当該資本が本来備えている経済外部性の減少を通じた空間的波及効果をもつ.例えば,直下型地震によって首都圏の交通施設が損壊した場合,その経済被害は当該地域のみならず,周辺地域へと波及する.このような背景に鑑み,本研究では,社会基盤施設がもつ経済外部性を明示的に考慮した上で,事前の被害軽減と事後的な復興資金の調達戦略を同時に決定する,総合的な災害リスクマネジメント施策構築のための方法論を提案した。その上で、社会基盤を対象とした防災投資戦略を実際に設計するための数値解法も併せて構築することを目的として研究を実施した.

Earthquakes are natural disasters, and their occurrence frequency varies from small to large. This kind of natural disaster occurs directly at the time of occurrence, instantaneously at the time of occurrence, at the time of primary victimization, at the time of recovery, at the time of secondary victimization, indirectly at the time of secondary victimization. The former is a reduction in policy, safety standards, seismic reinforcement, performance level design, and investment in prevention. On the one hand, the latter is opposite, disaster protection and development, communication, recovery after disaster, sliding forward, preparation of gold, in advance, talk about the need to do so. In addition, the reduction of social capital due to natural disasters, when the capital is originally prepared, the reduction of externalities and the impact of spatial effects are also discussed. For example, when a direct earthquake damages the traffic facilities in the capital, it will cause damage to the traffic facilities in the surrounding area. In view of this background, this study proposes a methodology for the construction of comprehensive disaster recovery policies by considering the externalities of social infrastructure construction explicitly, determining the adjustment strategy of recovery funds both ex ante and ex post. The goal of disaster prevention is to design and construct disaster prevention strategies.
