本年度は、英国のロンドン、仏国のパリ、そして韓国のソウルを対象に、「国際観光推進戦略」=「外国人観光客誘致戦略」に関する調査を実施し、以下の3視点から整理・分析した。対象組織は、国際観光振興機構の各現地宣伝事務所、VisitLondon、フランス観光代表省、パリ市観光局OTCP、韓国観光公社、ソウル市役所等である。(1)行政サイドからの政策・施策の内容分析上記3カ国・3都市の行政、及び国際観光推進において関連する組織に着目して、各都市への外客誘致のために、いかなる施策・取組みを行っているかを次の点において分析・考察した。(1)都及び市への外来観光客動態及び属性の特性(統計、及び調査手法も含め)(2)観光に関する国の法体系・都市の条例の特徴(3)観光政策を実行する行政組織・関連組織の構成(4)誘客のための宣伝・広報活動の特徴(5)観光資源性の高い都市再開発や伝統的建造物保存等の都市空間整備の現状(6)イベント、フォーラム等の開催状況(7)海外拠点の分布と活動内容の特徴(2)各国における企業サイドの経営戦略の内容分析各国の旅行企業が国際観光推進という点において、どのような企業活動を行っているかを分析した。(1)海外拠点(現地法人・支店)の分布と海外拠点における外客誘致の組織体制(2)各国・各都市のアピールポイントと提供商品の特徴(3)誘客対象国の国民性、習慣を考慮に入れた提供サービスの有無、及びその内容の特徴(4)誘客のための宣伝やイベント開催での行政組織との連携
