本研究では,昭和62年度、昭和63年度の研究成果をふまえて,自主防災市民組織の防災能力の維持,向上方策を提言することを目的として調査分析を行った。また,たまたまロマ・プリ-タ地震におけるボランティア活動のデ-タが入取できたので,我が国の防災市民組織との比較分析を追加し,以下のような結論と提言を得た。(1)防災市民組織の防災能力の地域比較と能力向上要因の描出昨年度までの研究において,防災市民組織の初期消火能力を判定するモデルを開発したが,それを23区及び多摩地区の全ての防災市民組織に適用し,いかなる地域差があるかを見ることにより,その能力向上の要因を分析した結果,23区の場合は,装備は高いにも拘らず参集の遅れが消火能力を弱めている事,しかもその参集力は,在宅率よりは,初期の火災覚知力の弱さ,すなわち,情報収集体制の欠如にあること,多摩地区の場合は,結成率も低く,装備力そのものがまだ不充分で,かつ水利も低いなど,ハ-ド面の充実が不可欠であることが明らかとなった。(2)市民の災害情報収集能力の向上方策上記の結果をふまえ市民の地震直後における出火を含めた被害情報収集能力を向上させるため板橋二丁目町会の防災市民組織を対象として情報収集実験を行った。その結果,情報収集能力向上のためには,口頭伝達ではなく地図を媒体とする筆記伝達によるべき事,その為に地図認識訓練が基本となる事,割り当て区域をできるだけ小さく分割し,短時間で報告させる事,地区や被害の呼称を統一するべきことなど,市民による早くて正確な情報収集のあり方について重要な提言が得られた。(3)米国ボランティア組織との比較(ロマ・プリ-タ地震より)赤十字を中心とするボランティア活動と比較した結果,ごく少数の活動的ボランティアによるリ-ダシップの有無が決定的な差となった。

This study is intended to provide guidance on how to maintain the disaster prevention capability of autonomous disaster prevention civic organizations, based on the results of Showa 62 and Showa 63.
