森林開発の影響を定量的に評価するために、地域資源環境勘定の手法の理論的・実証的研究を実施した。理論的には貨幣経済システムが機能していない地域における環境の変化を把握するための手法としては、帰属計算による貨幣的評価は、市場の機能が西欧とは異なる第三世界では現実離れしたものになってしまうことから、これらの影響を受けない環境の実態把握の手法が求められるからである。このため、はじめに勘定手法の安定性についての理論的検討をおこなった。研究の歴史的発展の視点から、国連統計局の資源エネルギーバランスの持つ特性の解析とその拡張の変化について追跡した。これによれば、物質バランス手法では統計的な誤差脱漏の大きさもコントロール可能なことがわかった。エネルギーバランスについてはエネルギーが質的に変化の大きいものであり、その質の差異を情報として含むバランス表現には依然問題が大きいといえよう。次に開発途上国における地域資源環境の試算上の問題点は、燃料利用の推計上の不一致が大きいことである。森林管理担当部局による燃料用木材の伐採量は、ほとんど全ての国において大幅な過少推計になっている。もう一つの問題は、物質バランス表において木材加工産業の環境への排出量のデータが公式には計測されていないことである。このため中位の技術を有する事業所のデータを用いれば一次的な接近は可能であることが明らかとなった。
