项目摘要

8年度は、主要には、昨年度の研究を踏まえて表記テーマのうちのロシアのいくつかの地方における農業改革のより具体的な展開過程とそこでの問題点の把握をめざし、前年度に抽出された土地改革と農民経営創出の類型化の検証あるいは緻密化を行うことを目標とした。本年度の研究で次の諸点が明らかになった。1.ロシア農業における生産・生産力基盤の低下・脆弱化傾向は1996年度も継続している。2.土地改革の主要目標である全面的私有化の個別法令上の整備にもかかわらず、その過程をめぐる政治的対立は私有化実施の法的仕上げ=土地基本法(法典)制定を遅滞させ、当路線の本質的側面を浮き彫りにしている。3.農業改革の類型化の検証の一環としてヨーロッパ部分における典型的な2州(農業適地と困難な地域)の土地改革、農場改組と農民経営創出過程の比較を米地理学者の調査に依拠して行った結果、農場の財務状態によって改組の際の組織形態が大きく異なったこと、従前の補助金依存システムが中央、地方レベルで復活し、それは弱体な農業基盤の地方ではむしろ強化されつつあること、いずれの州においても市場経済化が農業生産力基盤を掘り崩す結果をもたらすとともに農民(ファーマ-)経営創出は停滞していること、が明らかである。4.こうした生産基盤の弱化に導いたのは、競争市場環境・条件の整備のための施策よりも土地私有化を優先させた農業政策であり、その意味で、これまでの改革過程において土地私有化は必要でなかったと結論できる。以上の研究結果を、「ロシアにおける土地改革と農業企業の改組」(『高知論叢』第58号、1997年3月)に発表した。今後も引続き農業改革をめぐる中央と地方の関係について、より具体的な資料、調査報告等を収集して比較検討する必要がある。

The weakening of the production base leads to competition, market environment, conditions, policies and priorities for land privatization, agricultural policy priorities, implications and reform processes, and the necessity of land privatization. The results of the above research were published in "Land Reform and Restructuring of Agricultural Enterprises"("Kochi Discussion Series" No. 58, March 1997). In the future, it is necessary to collect and compare specific data and survey reports on the relationship between the central and local governments in order to promote agricultural reform.
