本研究はチェチェンを除けば最も中央と対立しているとされる沿海地方の政治と中央権力との関係、および地方の動向が中央政治におよぼす影響を解明することにある。ロシア沿海地方におけるナズドラチェンコ知事の立場は強力である。94年10月に始まる第1期沿海地方議会選挙では25%以上に達した選挙区が少なく、1年たっても全議員の選出が終わらなかったが、当選者の圧倒的多数は企業・組織の長と行政長官=知事の任命した行政の長であった。その結果、沿海地方には行政府が圧倒的優位性をもつ政治体制が創りだされた。さらにナズドラチェンコは95年12月に、初めて知事選を実施し圧勝した。議会は行政のチェック機関の役割を果たさなくなった。他方、ナズドラチェンコは中口東部国境線確定交渉でロシア領が中国に引き渡されるとして反対し中央と激しく対立した。97年3月の内閣改造でチュバイスとネムツォフが第1副首相に任命されると、中央は沿海地方の燃料エネルギー危機と予算の目的外支出疑惑のキャンペーンを大々的に行った。そして沿海地方の社会的経済的混乱の責任をとって知事の退陣を迫ったが、選挙で選出された知事=連邦会議(上院)議員を解任することは不可能であった。このような混乱状態は12月7日に第2期沿海地方議会の選挙が実施され正常化に向かった。この選挙から公的な職務についた人間の議員との兼職が禁止され、その結果行政関係者の候補者が激滅した。前議員のうち再選されたのは4人にすぎず、議長をはじめ大物議員の多くが落選した。そして当選者の多くを経済界代表が占めた。株式会社(公開型・非公開型)と有限会社の関係者のみで16人を数える。議会は官僚主導型から経済界主導型へ移行し、市場経済の進行の政治への影響が見られる。また97年11月に北京で中口共同宣言が署名され国境線確定問題が決着したが、地元の反対にもかかわらずロシアが領土の一部を中国に引き渡したことは注目されてよい。
