近年,調査環境の急速な変化に伴う各種調査データの品質の低下や結果の信頼性が議論されている.こうした中で新たな調査法(電子調査,電子メール調査等)が台頭し,これに関連する実験の計画,データ取得法,データの解析方法等の新たな研究の展開が求められている.本研究では,こうした要請に応じた新たな調査法が,今後どのように社会に受け入れられるかを検討するため,研究参加者の各専門的見地からこれを明らかにすると共に,数理ならびに実用化のための方法論を考察した.とくに本年度は実験調査を行い,新たな方法論の実用可能性や妥当性の検証を行い,さらに,こうした従来とは異なる調査データの分析に適した応用統計ソフトの開発(仮称:SPAD.T/J)を進めた.また,従来の統計調査の社会制度的な枠組みの改変がどのような観点から求められるかを検討した.1)電子調査法等の現状把握:この種の調査法が統計科学とは異なる分野(社会心理,市場調査,人間行動計量等)で急速に拡がった経緯に注目し,これら分野における利用目的,調査内容,方法等を調査した.2)電子調査法の設計に係る諸研究と実査の実施:電子調査に適した調査設計指針(標本抽出法,Webページ調査票の作成方法,実査手順等)を総合的に研究した.調査票の設問形式は,従来の選択肢型設問,て自由回答型設問,双方向の対話型設問方式等を配慮した複合型の調査形式を検討した.これの検証のために,登録パネル(約2,000サンプル)による予備調査を,併せて12回行った.3)応用ソフトウェア開発に関する研究:この種の調査法の特殊性から,新たな設計指針に基づく統計システムの構築(自由回答等のテキスト型データと選択肢型設問が混在した調査データの解析ツール)が不可欠であり,独自の開発設計指針を策定しこれを作成した.また,取得データに対して実験的に試用し当初に予定の成果を得た.4)電子調査の抱える法制的問題点の検討:電子調査の問題点として,プライバシーと秘匿性,情報操作の問題,パソコン利用場面での諸問題(商用ネット,公的情報泌匿性)等,多くの検討課題が関連する.これに注目して,電子調査が官庁統計調査等で利用された場合に考慮すべき問題点を検討し,これの検証のために,インターネット上のプライバシーに関する設問を作成し上記パネルを対象に実査を行い分析を進めた.

In recent years, rapid changes in the investigation environment have been accompanied by low quality and reliability of investigation results. New investigation methods (electronic investigation, electronic investigation, etc.) are developed to investigate new problems such as correlation planning, data acquisition, and data analysis. This study is aimed at exploring new methods of investigation, social acceptance, and methodology of mathematical application. As practical surveys are being carried out this year, the feasibility and appropriateness of the new methodology are being tested, and the development of statistical software (name:SPAD.T/J) for the analysis of survey data is being carried out. 1) The current status of electronic survey methods, etc.: the research methods of statistical science (social psychology, market survey, human behavior measurement, etc.) are rapidly focused on the use of different fields, survey purposes, survey contents, methods, etc. 2) The research and implementation of electronic survey methods design system: the comprehensive research of electronic survey design guidelines (Li Yi extraction method,Web survey ticket method, inspection procedure, etc.). The investigation form is composed of multiple investigation forms, such as selective type investigation, free answer type investigation, bidirectional type investigation, etc. 3) Research on the development of software: The particularity of this kind of research method, the new design guidelines, the construction of basic statistical system (free answer, etc.), and the independent design guidelines for development of software. 4) Discussion on the problems of electronic investigation and legal system: Problems of electronic investigation and privacy, problems of information operation, problems of easy use of information (commercial production, public information privacy), etc. This is the case when electronic investigation is used to consider the problem points, such as statistical investigation, investigation and analysis.
