日本の住宅市場には不完全性が存在するが、それを改善すべき現行の住宅租税政策や住宅金融政策はかえって政策上の歪みを生じている可能性がある。そこで、本研究の目的は、ミクロデータを用いて、現行の住宅租税政策や住宅金融政策による政策上の歪みがどの程度どのような家計に生じているかを理論モデルに基づいて実証的に分析、その研究成果をベースとして、今後の住宅政策の方向性を探ることにある。本研究では、高齢化社会における住宅政策のあり方を探るという観点に立って、持ち家にするか借家にするかという現在の居住形態の選択と、将来の相続の可能性の有無が同時に決定されているか否かを分析した。本研究は、我が国の家計の持ち家にするか借家にするかという現在の居住形態の選択と、将来の相続計画の有無が同時に決定されているか否か、また、同時に決定されている場合には両者間にどのような関係があるかを分析した初めての試みである。多項ロジットモデルに基づいた推定結果より、将来相続できる住宅・土地がある世帯のほうが、現在借家を選択する傾向が強いということが判明した。本分析は、家計の現在の居住形態の選択と将来の相続の可能性の有無が同時に決定されているか否かという仮説を検定する結合ロジット確率モデルを提示した初めての研究である。実証分析によって、現在の持ち家所有と将来の相続の可能性との間に負の相関があり、かつこれらが結合的に決定されているということが示されている(つまり、推定結果より、将来相続できる住宅・土地がある世帯のほうが、現在借家を選択する傾向が強いということが判明している)。また、世帯主の年齢が高くなるほど、持ち家を選択する確率も、将来の相続計画ありとする確率も上昇するということも示されている。
