项目摘要

本研究では、阪神・淡路大震災時における情報環境と情報行動の実態と問題点を解明するために、震災後被災地域である神戸市においてもっともニーズの高かった「生活情報」の流通の実態調査に焦点を絞り、現地での聞き取り調査、資料収集、および生活情報の詳細な内容分析を行った。聞き取り調査を実施した対象は、兵庫県庁災害対策本部、神戸市役所広報課、ラジオ関西、神戸新聞、読売新聞、長田区震災記録室などである。収集した生活情報関連資料は、神戸新聞、読売新聞、毎日希望新聞、神戸市広報、ファックス情報、ミニコミ紙、地元放送局の放送記録などである。これらの資料をもとに、震災後に提供された生活情報(1995年1月17〜3月31日の期間に限定)を共通のコーディング項目に基づいて内容分析し、1週間単位でコンピューターを使って集計・分析した。その結果、次のような知見が得られた。(1)希望新聞の分析では、「各種相談」記事がもっとも多く、「住まい」「教育(学校など)」「交通」関連情報がこれに続く。各種相談の内訳をみると、「住宅」がトップで、以下、「法律」「行政サービス」「心のケア」の順となっている。(2)ミニコミについては、(1)ミニコミで流通した生活情報には、商店営業、医療施設、入浴、コインランドリーなど個別事業者の営業情報や求人情報、住宅情報が比較的多く、(2)ボランティア系と新聞社系のミニコミは内容的に相互補完的な形で生活情報を提供していることがわかった。(3)ラジオ放送で提供された生活情報のうち、もっとも多く放送された情報は、交通、道路関係の情報であり、ニーズの強かったライフライン、住宅、入浴関連情報、医療情報などは必ずしも十分に提供されたとはいえないという知見が得られた。
