山梨県で2004年まで稼働した明野広域空気シャワー観測装置(AGASA)は理論的予測を超える量の極高エネルギー宇宙線フラックスを観測したが、その源は既知の天体とは同定されなかった。この結果を受けて、本計画研究では、より軽量・大型・高精度のシンチレーション地表検出器を開発・製造し、計507台をユタ州に展開して、大面積・高精度のテレスコープアレイ地表検出器観測装置を完成させた。本観測装置はAGASAの約9倍の感度を持ち、2008年3月に定常観測を開始した。
