The Relation between Technical Innovations and Regulations that have influences on the Maintenance and Improvement to the Buildings and Urban Infrastructures

我研究了美国、英国、法国、德国和中国台北与建筑物和城市基础设施安全管理制度有关的法律、法规和保险的现状和变迁。我把它和日本的做了比较。所以很明显，日本的安全管理体系有依赖国家法律法规的倾向，这一事实对日本的技术创新和工程师的地位以及他们的道德有很多影响。我们将来需要重新考虑我们的安全管理系统。

I researched the present situation and transition of laws, regulations and insurances that have the relationship to the safety management system of buildings and urban infrastructures in United States, Great Britain, France, Germany and Chinese Taipei. I compared that with Japanese one. So it was clear that Japanese safety management systems have a tendency to rely on the national laws and regulations and that fact has many influences on Japanese technological innovations and engineers' status and their ethics. We will need to reconsider our safety management systems in the future.
