この研究では、自動車交通公害が激甚を極めている都道環状7号線と国道43号線を主として取り上げ、これらの沿道で沿道整備事業が進展しない原因を徹底的に明らかにし、その上にたって、実行可能な沿道・沿線環境保全施策を提案することを目的とする。沿道環境整備事業の可能性を探ることを最終目的として、昭和63年度は、まず第一に、特定の沿道(都道環状7号線)における交通の社会的費用を計測するための準備作業として、騒音と地価(地代)やその他の環境指標(大気汚染、交通の利便性等)についてのデータを200地点について収集し、データの特性やそれらの相関について注意深く検討した。現在は、これらのデータを用いて、理論的に開発した計量的手法と回帰分析を援用して、交通公害とくに自動車騒音の社会的費用を推定する作業を行っている。第二に、自治体からのヒアリングを参考として、従来の沿道環境整備事業についての問題点を経済学的な観点から整理・検討して、望ましい沿道対策とは何かという問題について考察した。第三に、法律学の観点から、道路環境をめぐる紛争処理制度を検討した結果、道路供用開始前の道路構造変更等についての、沿道住民と道路設置管理者との協議が不調に終わったときに、公害紛争処理法による調停制度が一定の役割を果たしていることを知りえた。これは、従来、同法制度に対する一般的には消極的評価が強かったことに対する別の視点を提供するものである。第四に、都市計画の観点から、名古屋市内全都市計画道路187路線824Km(生活道路を除く)について、237の区間に分けて、道路段階、道路幅員、沿道発展段階、計画事業段階を調べ、これらの組合せにより道路の性格分類を行い、沿道の用途地域および土地利用実態を調査した。
