本研究では、道路実態調査と住民意識調査に基づいて、(1)住区内街路の生活機能保全レベルの検討、(2)住民利用安全感からみた交通環境評価手法の開発、さらに、(3)住区交通抑制手法の整理と交通管理計画のケーススタディを行った。なお、(1)(2)の調査については新たな調査をする予定であったが、研究期間短縮の必要性から、従来データを用いた。(1)では、大阪市内2地区の住区内街路の沿道住民意識調査をもとに、生活利用状況とその利用希望と道路交通状況を分析し、それから生活保全レベルを設定することを試みた。しかしこの分析では精度のよい関数モデルは得られないため、新たな設定方法を検討している。(2)については、大阪市内の住区街路48路線を対象に6つの道路利用形態時の安全感をアンケートし、安全と感じる人と危険と感じる人の群を道路交通状況で判別分析し(評価モデルを作成した。これによると、安全感の最大の要因は自動車交通量であるが、道路の構造形態によってその影響度が異なることがわかった。(3)については、交通規制手法と物理的手法をその目的から分類整理し、大学研究者、道路管理行政担当者、警察担当者へのアンケートによって、これらの効果や実施の難易度について検討し、さらに道路網構成の方針を検討した。さらに、大阪市関目地区を対象にして、現在実施されている交通抑制策の改善計画案を作成し、(2)で作成した評価モデルを用いてその効果を分析した。この結果、歩行者ネットワークをコミュニティ道路などの自動車抑制型街路で形成して、歩行者集中路線からの自動車導線の分離をはかることと、自動車が狭小な生活系道路に進入しないように、地区を自動車系道路で囲まれたユニットで構成し、ユニット内への自動車進入を抑制することの組み合わせが重要で、その方針に基づいた計画代替案が良好な効果を示すことが明らかになった。
