项目摘要

今年度は、海外渡航の安全性が確認されたため、9月と3月に現地調査を実施した。9月には研究実施協力体制の再構築、およびコロナ禍のカンボジア水産業の概況とコミュニティ漁業の状況についての聞き取り調査をカンボジア水産局において実施した。3月には、2019年の調査の続きとして、ポーサット州の外部支援を受けたことのある4つの漁業コミュニティにおいて、代表者らへの聞き取り調査を実施した。調査より、外部支援の重要性が再確認された。また、コミュニティ漁業に対する支援ながら、支援団体によっては、洪水林の保全や維持にかかわる活動を支援していることが確認された。特に、洪水林の火災に対する消火活動の備えや、植樹活動が熱心に取り組まれていた。その一方で、漁業に関しては、違法漁業の取り締まりは、漁場監視の費用があるコミュニティでは実施されるものの、ないところでは頻度が下がる傾向が今回の調査でも見られた。また、漁場の利用や漁具の利用についてのルール作りや規制を独自に進めているコミュニティは確認されなかった。このことから、政府が進めるコミュニティ漁業の推進と各コミュニティでの実態には乖離があると思われた。特に、コミュニティの立地条件と支援をしている団体の活動方針により、各コミュニティ漁業の活動内容が異なる可能性があるため、引き続き、他地域のコミュニティ漁業に対する聞き取り調査を継続する。また、外部支援機関への聞き取り調査は、漁業支援のみならず、環境保護や生活支援を行っている団体も対象として含めることとする。
