The study on bicameral system from a point of view of the comparative legislative process

日本国会中的立法活动因出现了“扭曲的国会”而陷入混乱。本研究试图在探讨造成这种混乱的制度和政治原因的同时，阐明克服这种状况的方法。我们从不同于传统宪法研究的角度，即从比较立法程序的角度对两院制进行了分析。具体地说，我们从政治结构理论和类型学的角度进行了实证研究。

The legislative activity in the Japanese Diet was confused as a result of the appearance of the "twisted Parliament". This study tries to clarify a method to overcome the situation, while investigating any institutional and political causes of this confusion.We made the analysis on bicameral system from a point of view unlike the study of the conventional constitutional study, namely from that of comparative legislative process. Concretely speaking, we carried out the positive study from a viewpoint of the political structure theory, as well as the typology.
