Basic study on the war reparation of Japan and History problem

由1951年与日本签订的和平条约以及双边和平条约和赔偿协定组成的“旧金山和平制度”，是处理因战争和/或殖民统治而产生的赔偿请求权问题，并实现亚太地区国际秩序稳定的机制。冷战高潮时期形成的制度也包含了中国或韩国1951年没有与日本签订《和约》的索赔问题，但中国或韩国的慰安妇索要个人赔偿问题在20世纪90年代初新爆发，虽然对政权稳定感到不安的日本政府将亚洲妇女基金会作为补充政权的新的历史和解政策而实施，但效果是有限的。冷战的结束和自民党统治的波动动摇了政权的稳定。

The "San Francisco peace regime" formed by the Treaty of Peace with Japan of 1951, and bilateral peace treaties and reparations agreements was the mechanism of having managed the problem of the right of demand for compensation resulting from war and/or colonial rule, and bringing about the stability of the international order of the Asia-Pacific region. The regime formed at the climax period of the Cold War had also contained the claim problem of China or South Korea which had not signed the Treaty of Peace with Japan of 1951.But, the comfort-women problem which asks for individual compensation in China or South Korea newly blew off at the first half of the 1990's. The effect was restrictive although the Japanese government which felt uneasy at the stability of the regime carried out Asian Women's Fund as a new history reconciliation policy which complements the regime. The end of the Cold War and the fluctuation of the Liberal Democratic Party rule shook the stability of the regime.
