新型コロナパンデミックをきっかけとして、グローバル保健ガバナンスの限界が明らかとなる中で、地域単位の早期警戒システムや感染症情報共 有システムの構築が進んできた。一方、アジアでは外交的緊張の高まりを受けて、地域内保健協力が断片的にしか進展していない。基課題ではアジアにおける地域内保健協力の特徴を、情勢分析、文献調査、インタビューを通じて検討してきた。その結果、有志の取り組みの出現、調整 機能の不在、政治主導というアジアにおける3つの傾向が明らかとなった。他方、欧州では欧州保健連合が形成され、地域間保健協力、さらにはグローバルと地域など、複数のレベルを連結する取り組みがパン デミック下で形成されてきた。本研究では、その諸相やその背景を歴史的、実証的に分析し、アジアにおける保健協力進展に向けた示唆を導き出し、また重層化する保健ガバナンスにおける、官と民の役割分担について示唆を導き出すことを目指す。２０２３年３月２３日―５月３１日までは主に、フランス政府が公開している一次資料や先行研究に依拠して、フランスとグローバル保健ガバナンスの関わりや特徴を明らかにしてきた。19世紀の半ばに国境を越える保健協力の枠組みが欧州諸国を中心に確立されて以降、フランスは常にその中心的な存在であり続けてきた。その背景には、当時、世界各地に有していた植民地の健康を維持するという目的もあり、その過程で、パスツール研究所の支部がアジアなど各地に設置された。戦後は保健外交という形で、日本と同じく、保健分野の支援に力を入れており、その際、研究機関との連携も目立つ。また欧州という地域レベルでも、デジタルヘルスの推進や健康情報の共有といった点で、連携を強化する動きを見せていることが明らかとなった。
