本研究は、合意形成問題における信頼を巡る諸問題群についてプリンシパル＝エージェント関係の分析などの切り口から、調査及び実験を用いた検討を行うものである。今年度は前年度から引き続き、(1)組織とその成員の信頼に関する研究を行なった。また、昨年度末に実施した(2)風力発電の立地問題に関する事例調査の分析を行なった。(1)プリンシパル＝エージェント関係から信頼を理解する際には、組織の構成員個人と組織全体の関連を考慮する必要がある。そこで構成員への信頼と組織全体への信頼はどのように関連しているかを調べるために実験を行なった。実験は様々な組織の構成員の振る舞いについてのシナリオを読ませ、評価させた。その結果、組織信頼と個人信頼及び利用意図の間で強い相関があり、密接に関係していた。その一方で、単に構成員への信頼が組織全体の構成員も同じだろうという般化により組織全体への信頼を判断しているわけではなかった。(2)昨年度末に行なった風力発電開発計画についての調査結果の分析を行なった。賛否や受容へ影響を与える規定要因を検討したところ、前回の事例とは異なり、主体への信頼の影響力は弱く、主体が自分と同じ価値を重視するかという価値類似性の影響力が強かった。また、前回と一貫して、評価に関わる行政の手続き的公正が受容に影響を与えていた。このことは、係争が比較的穏やかな場合には単に自分や社会にとって望ましい結果がもたらされるかどうかという観点で判断するが、ひとたび係争が激化し社会的な論争になると、事例に登場する主体が信頼できるかも吟味して総合的に判断しているという可能性を示唆している。そして、いずれの場合でも最終的な決定に関わる行政の手続き的公正さが担保されることが受容にとって重要であるということを示している。
