本年度の主要な目標は、１９９６年以降、台湾における生命科学振興政策である、「生医科技島計画」にフォーカスして、現地で関係者を取材することにあった。当該の計画は、台湾の次世代産業を育成するための、政府による積極的な科学産業支援として特徴的であった。しかし、この計画は２００６年までに事実上霧消し、基軸となるDNAデータベース計画を含めて、成果物を残すに至っていない。こうした失敗の背景には、台湾国内で発生した政権交代と、その政権間の経済政策の差異が影響していると考えられる。本計画の最大の目標は、政策と科学、そして産業のインタラクティブな共生産にこそあり、その失敗には力点が置かれていなかった。ここにおいて、研究計画の再検討の必要を認め、研究方針を大きく転換するべく、一時的に研究の中断を判断した。

This year's main objectives are: 1996 onwards, Taiwan's Life Sciences Promotion Policy,"Biomedical Science Island Project", and local relations. When the project is completed, Taiwan's next-generation industries will be nurtured, and the government will actively support the development of scientific industries. In 2006, the project will be completed, and the basic axis of the DNA project will be included in the project, and the results will be completed. The background of this failure is that Taiwan's domestic development has been affected by differences in political and economic policies. The biggest goal of this project is to make science, policy and industry more productive, and to make the failure more difficult. The need to review research projects, research policy changes, and temporary research interruptions is recognized.
